Assembly of Member States (Annual or Biannual Meeting)

The Highest Decision-Making Authority of GSMO

The Assembly of Member States is the pinnacle of governance within the Global South Maritime Organization (GSMO). It represents the collective sovereignty and shared vision of all member countries, providing an inclusive forum where every member regardless of size, geography, or economic status exercises equal voice and voting rights.

Purpose and Functions

The Assembly convenes regularly—typically on an annual or biannual basis—to fulfill critical organizational functions that shape GSMO’s direction and impact. These include:

  • Setting the strategic agenda and determining long-term priorities aligned with the aspirations and challenges of Global South maritime nations.
  • Reviewing and approving the organization’s budget, work programmes, and resource allocations to ensure effective, transparent, and accountable use of funds.
  • Ratifying new policies, resolutions, and regulatory frameworks that guide GSMO’s operations and regional initiatives.
  • Electing members to the Executive Board, thereby ensuring democratic stewardship and continuity of leadership.

Inclusive and Transparent Governance

The Assembly embodies GSMO’s foundational democratic principle: each member state has an equal stake in decisions that affect the maritime future of the Global South. Through rigorous debate, consensus-building, and transparent processes, the Assembly promotes collective ownership and shared responsibility among all member nations.

Strategic Importance in the Global Maritime Landscape

As the authoritative body, the Assembly ensures GSMO functions as the unified Global South maritime voice in global forums such as the International Maritime Organization (IMO). It provides the mandates and directives that enable GSMO to advocate powerfully and precisely for policies reflecting members’ unique circumstances, fostering cooperation, development, and maritime sovereignty.

Participation and Engagement

Members participate through accredited delegates and experts, bringing diverse perspectives from government agencies, maritime industries, civil society, and academia. This breadth of expertise enriches discussions and deepens GSMO’s regional and global relevance.
