Thematic & Technical Committees

Expert-Driven Policy and Program Development

The Global South Maritime Organization (GSMO) convenes Thematic & Technical Committees comprised of leading sectoral experts drawn from member states, regional partners, academia, and industry. These committees are vital engines for shaping GSMO’s strategic agenda by developing policies, guidelines, and programs that address the most urgent and complex maritime challenges facing the Global South.

Areas of Focus

Our committees cover a comprehensive range of maritime domains essential to sustainable development, safety, and economic growth:

  • Maritime Safety: Establishing standards, protocols, and initiatives to reduce accidents, enhance search and rescue capacity, and improve vessel and port safety across Global South waters.
  • Legal Affairs: Drafting and assessing legal frameworks that strengthen maritime sovereignty, harmonize regional regulations, and protect maritime rights in adherence to international law.
  • Environmental Protection: Crafting actionable policies to combat marine pollution, promote biodiversity conservation, and drive climate change mitigation in coastal and oceanic ecosystems.
  • Trade Facilitation: Enhancing maritime transport efficiency, customs procedures, and port logistics to boost global trade connectivity for Global South economies.
  • Innovation & Technology: Promoting adoption of cutting-edge marine technologies including digital navigation, renewable energy, and sustainable fishing practices to modernize maritime industries.

Role and Impact

By integrating deep technical expertise with context-specific knowledge of Global South realities, these committees ensure that GSMO’s work is:

  • Technically Sound: Policies and programs are scientifically rigorous and aligned with best practices.
  • Forward-Looking: Anticipating emerging trends and challenges to future-proof maritime governance.
  • Member-Aligned: Tailored to the diverse and evolving needs of Global South member states and regional hubs.

Collaborative Working Model

The committees work collaboratively through regular meetings, subcommittees, workshops, and consultations—both in-person and virtual. They serve as incubators of innovation, policy testing grounds, and coordination platforms that bring together stakeholders for joint problem-solving and capacity building.
