Governing GSMO Between Assemblies

The Council—also known as the Executive Board—is the crucial governing body that directs the Global South Maritime Organization (GSMO) between the formal meetings of the Assembly of Member States. The Council is composed of elected representatives from member states who have demonstrated leadership and expertise in maritime governance, regional cooperation, and sustainable ocean development.

Key Responsibilities

The Council oversees the day-to-day governance and strategic implementation of GSMO’s mandate. Its primary duties include:

  • Supervising the Secretariat to ensure alignment with GSMO’s vision and strategic objectives
  • Managing resource allocation, including budget approval and financial oversight
  • Driving the execution of policies, programs, and initiatives mandated by the Assembly
  • Facilitating regional collaboration and ensuring equitable participation across diverse Global South regions
  • Providing dynamic, responsive leadership to address evolving maritime challenges and opportunities

Election and Tenure

Council members are elected by the Assembly of Member States for fixed terms (usually two years), with the election process designed to ensure fair geographic representation and a balance of experience. The Council’s composition reflects the diversity of the Global South, including representatives from coastal nations, island states, and emerging maritime economies.

Strategic Leadership and Accountability

As the executive arm of GSMO, the Council ensures that the organization remains agile while upholding transparency and accountability. The Council regularly reports back to the Assembly, providing updates on program progress, financial performance, and strategic milestones.
