The Global South Maritime Organization (GSMO) prides itself on a decision-making process that is inclusive, transparent, and consensus-oriented. Recognizing the diverse needs and perspectives of its member states, GSMO ensures every voice is heard equitably and decisions reflect the collective will of the Global South maritime community.

Equal Voice for All Members

At the core of GSMO’s process is the Assembly of Member States, where every nation—large or small—has an equal vote and opportunity to influence GSMO’s strategic direction. This democratic foundation guarantees that policies and programs are shaped by the entire membership rather than dominated by a few.

Efficient and Accountable Execution

Between Assembly sessions, elected Councils and specialist Committees play vital roles in implementing decisions efficiently. These bodies bring together experienced representatives and experts to oversee GSMO’s agenda, manage resources, and ensure that member mandates translate into real-world impact.

Consultative and Evidence-Based

GSMO’s decisions are not made in isolation. Extensive consultations with technical experts, regional partners, academia, industry stakeholders, and civil society enrich the process. This broad engagement ensures that policies are well-informed, technically sound, and tailored to the global South’s unique maritime challenges.

Transparent Documentation

Consensus First, Voting as Last Resort

GSMO seeks to build consensus to foster unity and compliance. While voting remains a democratic right, it is reserved for instances where consensus cannot be achieved, minimizing division and encouraging collaboration.
