Charter & Founding Treaty

GSMO’s Charter and Founding Treaty formally unite member states under a shared vision of sustainable maritime development, equitable ocean governance, and regional solidarity. Ratified by founding members, the Charter enshrines the principle of maritime sovereignty balanced with international cooperation. It guides GSMO’s roles as a collective advocate at global forums, ensuring Global South voices are heard strongly and consistently.

Institutional Mandate

The Institutional Mandate outlines GSMO’s scope to coordinate policy advocacy, capacity building, innovation stimulation, and cross-border maritime partnerships. It defines GSMO’s role as a representative coalition that complements, rather than replaces, existing bodies such as the International Maritime Organization (IMO).
