The Global South Maritime Organization (GSMO) is governed by a thoughtfully designed structure that guarantees democratic representation, expert guidance, and operational excellence. This structure empowers GSMO to efficiently lead, advocate, and deliver results for the Global South maritime community.

Assembly of Member States (Annual or Biannual Meeting)

The Assembly of Member States is GSMO’s highest decision-making authority, comprising all member countries. Convening annually or biannually, the Assembly sets the strategic agenda, approves budgets, ratifies policies, and elects the Executive Board. This forum ensures full and equal participation of members—big and small—in shaping GSMO’s future. It embodies the democratic foundation of GSMO, fostering transparency and collective ownership in all decision-making.

Council/Executive Board (Elected Representatives)

The Council or Executive Board acts as the governing body between assemblies. Elected representatives from member states with proven leadership in maritime governance oversee GSMO’s operations, supervise the Secretariat, and ensure accountability against strategic objectives. The Council drives the implementation of Assembly decisions, allocates resources, and facilitates collaboration across regions, providing dynamic leadership that responds to evolving maritime opportunities and challenges.

Thematic & Technical Committees

GSMO’s Thematic & Technical Committees bring together sectoral experts from member states and partners to co-develop policies, guidelines, and programs on priority maritime issues. Committees focus on areas including Maritime Safety, Legal Affairs, Environmental Protection, Trade Facilitation, and Innovation. This expert-driven approach ensures GSMO’s work is technically sound, forward-looking, and closely aligned with Global South member needs.

Special Task Forces or Sub-Committees

To address specific maritime challenges or emerging priorities, GSMO establishes Special Task Forces or Sub-Committees. These agile bodies focus on targeted topics such as climate resilience, maritime security threats, technology pilots, or sector-specific sustainability goals.
