The Global South Maritime Organization (GSMO) drives a broad portfolio of strategic programs addressing the sector’s most critical challenges and opportunities. Our programs are designed to support member states in strengthening governance, improving safety, accelerating sustainability, fostering innovation, and enhancing resilience in global southern waters. These initiatives align closely with Sustainable Development Goals and IMO priorities, adapted for regional needs and priorities.

Conflict Resolution & Support

GSMO facilitates mediation, dialogue, and cooperative frameworks to peacefully resolve maritime disputes among member states and within regional seas. Our program builds legal capacities and supports joint security strategies aimed at safeguarding sea lines of communication (SLOCs), combating piracy, reducing transnational maritime crime, and promoting stability for economic development.

Maritime Policy & Regulation

We assist members in developing, modernizing, and harmonizing maritime legal and regulatory frameworks, ensuring compliance with international standards including UNCLOS and IMO conventions. Our policy support enhances the rule of law at sea, streamlines vessel registration and inspection processes, and strengthens national institutions responsible for maritime governance.

Safety & Security

This program focuses on advancing maritime safety operations, emergency response capabilities, port and vessel security, and maritime search and rescue (SAR) coordination. GSMO supports member states with training, technology transfer, and joint exercises to reduce accidents, prevent unlawful activities, and protect lives and infrastructure at sea.

Environmental Stewardship & Blue Economy

GSMO promotes sustainable use of marine resources through conservation initiatives, marine pollution control, climate adaptation measures, and circular economy models. Our blue economy programs foster responsible fisheries, coastal ecosystem protection, and emerging sectors such as marine renewable energy and sustainable shipping.

Knowledge Exchange and Capacity Development

Emphasizing peer learning and skills strengthening, GSMO coordinates South–South knowledge exchanges, technical workshops, online communities, and fellowship programs. Capacity building spans maritime law, environmental management, digital innovation, port management, and workforce development.

Trade, Ports & Logistics

This program supports enhancement of port infrastructure, logistics efficiency, and supply chain integration to boost trade and regional connectivity. GSMO facilitates adoption of smart port technologies, digitization of customs and transit documentation, and regional corridor development for seamless maritime freight flows.

Climate-Resilient Infrastructure

GSMO aids members in planning, financing, and constructing infrastructure adapted to climate risks rising seas, extreme weather, and ecosystem changes. Technical assistance and partnerships accelerate adoption of resilient designs for ports, coastal defenses, and offshore facilities critical to economic and food security.

Technology, Maritime Data & Digital Innovation

GSMO advances adoption of maritime digital technologies including e-navigation, satellite monitoring, blockchain for shipping, and AI-driven analytics. Programs focus on building data capabilities for maritime domain awareness, safety monitoring, environmental compliance, and enhancing transparency across maritime sectors.

Regional Action Hubs

GSMO coordinates decentralized Regional Action Hubs serving as focal points for program delivery, technical support, and stakeholder engagement across Africa, Asia, Latin America, and Pacific Islands. These hubs enhance responsiveness to local challenges and promote cross-border cooperation on shared maritime issues.
